[ castiel is completely ignorant to the concept of 'first responders', and maybe this place is, too. so far it seems like only the people who have been arriving here, whether by train or by sky, are present to offer any help. but his powers being what they currently are— still failing him— he has no way to reach out and make an estimate on the population number. nor can he tell where they are.
