This guy, despite what it may look, is entirely human. His form is even maybe partially hidden underneath his jacket. But Steve is thinking largely the same things about Loki - there's just something about him that isn't quite right. But Steve is not one to stare.

Instead, he moves on. There's a whole trainful of people left.
